OVERVIEW OF ACTIONS AND RESULTS
Session 1 will focus on the framework for the management of the Drin Basin i.e. the Drin Coordinated Action for the implementation of the Drin Memorandum of Understanding supported by the GEF Drin Project. A presentation will remind the political framework, provide an overview of the developments and results within 2018 as well as planned actions within 2019.

11.45 – 13:00 Session 1.2 THE DRAFT DRIN TRANSBOUNDARY DIAGNOSTIC ANALYSIS
A Transboundary Diagnostic Analysis (TDA) is being prepared to:
(i) Identify and assess transboundary basin management issues;
(ii) Assess the environmental impacts and socio-economic consequences of each issue;
(iii) Identify the immediate and underlying causes of these issues among the social and economic
activities. Furthermore, the TDA should identify the related root causes/ drivers
that ultimately create these issues. These could be information gaps on the
existing environmental state, policy distortions, institutional and/or legal
framework related deficiencies etc.
The TDA includes the necessary information that will enable countries to:
- Discuss and decide on the issues that will be addressed with priority.
- Negotiate and formulate a strategic programme of actions and interventions
to address the causes and drivers that result in the identified issues.
A set of thematic reports are being prepared as basis for the TDA.
The Socioeconomic, Biodiversity and Institutional and Legal framework reports have been
presented to the stakeholders and approved by the Drin Core Group. The
Pollution and the Hydrology reports will be presented along with the main issues
and the Causal Chain Analysis. The Nexus thematic report that is under
preparation -the main findings will be presented and discussed in Part II of this
Conference- will inform the TDA and the causal chain analysis.

The participants will break into three discussion groups:
(i) Hydro-power operations and flooding (facilitator: Mr.
Youssef Almulla, KTH Royal Institute of Technology)
(ii) Forestry and biomass (facilitator: Ms. Lucia de Strasser,
UNECE)
(iii) Agricultural production and trade (facilitator: Dr. Stephen
Stec, Central European University)
Each group will address specific questions. On that basis, each group
will elaborate on the following questions:
- What kind of effects are there across sectors? Please detail: one
sector requiring inputs from another or having impacts – positive or
negative.
- Are there specific trade-offs and/or synergies that deserve
particular attention in the basin? What policy actions would be
needed in response?
- Who should be involved in the nexus dialogue at policy level to
address the issues discussed in your group? Please think about
country as well as basin and regional level policy.
